Meet Our Staff

As Executive Director of HVTDC, Mr. Phillips reports to the Board of Directors. He is responsible for the overall direction, contractual obligations and performance of the Center. Mr. Phillips is a consummate manager with over 30 years of Manufacturing and Materials Management experience through IBM Corp.

Ms. Levine reports to the Executive Director and is responsible for managing the Center’s Marketing Department. She is also responsible for the daily operations of the Center including personnel issues, A/P, A/R. Ms. Levine has over 15 years of non-profit Administrative/Office Management experience.

Natalie Dickman joined HVTDC in September of 2009 as the Sales Assistant reporting directly to the Executive Director.
Ms. Dickman’s background has been in sales and purchasing within the lumber industry.
She has an entrepreneurial background with over six years as owner of her own business.
Her primary responsibilities at HVTDC including telemarketing and appointment setting in order to create new business for the center.

After relocating from New York City, Ms. Roff joined HVTDC in May 2005 as their Office Support Administrator. Her experienced background is of both the medical environment in office administration and of the private sector in retail management. She has acted as a liaison between consumers/patients and staff in every aspect of her background and here at HVTDC. Maggie takes on the lead role in aiding in the facilitation of simulation activities at client projects. Ms. Roff is HVTDC’s Systems Administrator and has developed workflows for its operation as well as providing guidance and training to various staff in this area. She has taken on and succeeded in telemarketing of new business for HVTDC with very positive results and provides training for incumbent employees in this area. Maggie also organizes HVTDC’s business and social events. Ms. Roff implements effective organizational and interpersonal skills. Maggie is the go to person for many venues. In her spare time, she enjoys traveling with her husband, reading, music, sports and spending time with her grandchildren..

Mr. Winrow reports to the Executive Director and has supervisory responsibility over the Business and Service Delivery Engineers. He is responsible for training and coaching, as well as the development and deployment of new services and products. At IBM, Mr. Winrow served as a professional manager with extensive experience in technology and administration areas, supervising degreed engineers and administrative professionals.

Results oriented business professional with more than 12 years of Business Consulting experience and 14 years of manufacturing management experience. Phil has worked as a consultant, account manager, and project manager with a variety of clients from small start-ups to large multi-national companies in Lean training and implementation, process improvement and cost reduction efforts, design, development, and deployment of Internet business strategies and eBusiness applications.
Phil brings the unique combination of “Lean” Office, Health Care, and Manufacturing expertise, Internet business and information technologies experience. With experience working with all levels of a variety of businesses, Phil is certified in the implementation and training of “Lean” business practices and is a primary provider of process improvement, quality improvement, waste reduction, and cost cutting initiatives at client companies. Phil continues to accumulate a strong list of satisfied “Lean” clients in health care, manufacturing and office environments. In addition to “Lean”, his list of accomplishments includes the successful design and implementation of information systems, Internet Business applications, experience in manufacturing plant operations, budgets, materials management, production planning, laboratory and technical services.
Phil has the perspective to assist businesses assess their needs and integrate business improvement techniques, Lean Business techniques, information and Internet technologies seamlessly into any business environment. Strong account and project management experience, Phil has proven ability to manage multiple projects and activities among inter-disciplinary project teams. Team player who works successfully within budgets and time constraints.

David Tooker is a Business Development Engineer with HVTDC, the Hudson Valley Technology Development Center, Inc. in Fishkill, New York. Over his 28 years of experience across a broad range of businesses, Dave’s career has focused on optimizing business and operational performance and improvements. Prior to his current position with HVTDC, David held various positions, including Vice President of Operations, Director of Business Development for the Dutchess County Economic Development Corporation (DCEDC); and Materials and Manufacturing Manager. Throughout his impressive career, he has also conducted numerous project-based services for Hudson Valley regional businesses. For those projects, he successfully sought and received numerous grants and funding for training, product development, capital expansions and improvement services. David also has a proven track record in the development and implementation of business systems and productivity improvement efforts. He has successfully rolled out numerous improvement initiatives including Lean; Six Sigma; Value Stream Mapping; Kaizen Blitzes; Supply Chain Optimization and Material Requirements Planning (MRP) and Enterprise Resource Planning (ERP) implementations, and Lean Six Sigma transition training and consultations. David holds a Bachelor of Science from Southern Illinois in Industrial Engineering and is a qualified instructor for APICS, as well as being certified at the Fellow level. Dave is also a Certified Six Sigma Black Belt and recently received his Lean Bronze Certificate from the Society of Manufacturing Engineering. He is currently the APICS Tappan Zee Chapter President.

From 1995 to 2003, Harbison was the 157 nm lithography manager at International Sematech in Austin, Texas. From 1965 to 1993, he was employed by IBM in Fishkill, NY where he held various management/engineering positions in the semiconductor development areas.

Bob has 38 years of experience in the global semiconductor industry in product design, development and manufacturing. His executive management and engineering experience span all aspects of the business including Marketing, Design, Manufacturing, Test, Quality, Finance, and IT System Engineering. He is an experienced integrated circuit design engineer and project leader in CMOS, Bipolar and BiCMOS Technologies for both high-end computer and commercial applications. Bob earned his BSEE from the Polytechnic Institute of New York and his MSEE from Syracuse University. From 1995 until 2009, Bob was the Director of Business Partnership Management, Quality and Systems Applications, NXP Semiconductors in Fishkill, NY. He was previously with IBM for over 20 years having led the design teams which provide the processor technology to IBM high end mainframes.
